Here's a review of a Gas non-hybrid 4wd Limited. The transfer case shifter has 4hi Full-time, 4hi lock, and 4lo lock positions. So the gas-only 4wd Limited, is equipped as you hoped.
I would say that's a mistake in the online builder.
It says that the gas Limited has Full-time 4wd. That means it has a transfer case. So at the very least it would have the high range ratio of 1.00:1.
Unless Toyota is going REALLY cheap in their de-contenting, and eliminated the low range...
The full-time 4wd 4Runners (available in Limited and Platinum trims) have 4hi Full-time, 4hi locked, and 4lo locked. So yes, the differential in the Transfer case of those models can be locked in 4hi, and by default it locks in 4lo.
In 1997 I bought a new 3rd gen SR5, V6, 4wd, 5-speed manual, rear diff locker, Moonroof, factory leather, premium sound, etc. It's MSRP was $34,000+.
According to the Consumer Price Index, that is equivalent to just over $67,000 today. About the same MSRP as a 6th gen TRD Pro, or Trailhunter...

I want to like the 6th gen, and I'm trying to find a reason to replace my 5th gen TRD ORP, but cost-cutting measures like that aren't helping.

My 5th gen TRD ORP has a Moonroof. All of my previous Toyota trucks and SUV's have had them too. I use them regularly, and wouldn't have bought those vehicles without one.
The payload sticker should be next to that plaque.
Are those door panels hard plastic, as they appear to be?
